The Board also agree to the retention of
subsections (13) and (14) of Regulation 3.
With regard to the question whether the
new Charter should be perpetual or should be
granted for a term of years, the Board note that
the usual course in the case of Charters granted
to Banks is to impose a time limit so that
periodical reviews may be necessary, but that in
some cases there appears to be no time limit.
The Board are disposed to regard this point as
primarily one for the Lords Commissioners of
His Majesty's Treasury.
